Amends North Dakota Century Code section 16.1-08.1-02, subsection 4, regarding campaign finance reporting requirements for candidate committees and candidates for statewide and legislative offices

Requires candidates and candidate committees to file statements showing gross totals of contributions received in excess of $200 and contributions of $200 or less, regardless of whether contributions exceeded $200 during the reporting period

Mandates reporting of aggregated expenditures in excess of $200 to any person, including the recipient's name, mailing address, date of most recent expense, and purposes of disbursement

Requires candidates to report cash on hand in their account at the beginning and end of each reporting period
