Amends North Dakota Century Code section 11-27-01 to require county real property be offered for sale at not less than appraised value to cities in the county before being disposed of through private sale, public sale, or other means.

Creates new section in chapter 40-05 requiring cities to offer real property at not less than appraised value to the county and other cities in the county before disposing of the property through private sale, public sale, or any other method.

Maintains existing provision allowing counties to sell property valued under $1,000 at private sale upon board resolution.

Establishes a first-right-of-refusal process for local government entities (cities and counties) to purchase real property before it is sold to the general public.
