• Sponsoring committees for initiated measure petitions must disclose total contributions received, names and addresses of contributors exceeding $100, contribution dates, and total expenditures related to petition drafting and circulation.

• Persons or measure committees soliciting contributions for statewide initiatives, referendums, or ballot measures must file statements with the Secretary of State disclosing contributors and recipients of expenditures exceeding $100, with statements due 12 days before election and by January 31 of the following year.

• Out-of-state contributors giving more than $100 must provide certified statements listing all individual contributors exceeding $100, including their occupation, employer, and principal place of business.

• Grand jury petitions now require signatures from at least 25 percent of the total vote cast for governor in the last general election (previously 10 percent), with a minimum of 225 signatures and maximum of 5,000.

• State's attorney (replacing board of county commissioners) authority to request grand jury convening is clarified, and grand jury duties are expanded to inquire into alleged criminal offenses brought to their attention by the court or state's attorney.
