Creates a new liaison program within the workforce safety and insurance organization to identify injured employees facing barriers that may impede their ability to navigate the workers' compensation system or fulfill their duties.

Identifies barriers to include intellectual disabilities, physical disabilities, traumatic brain injuries, and mental health issues.

Requires the liaison program to assist identified injured employees in accessing available public and private programs and resources to help manage their workers' compensation claims.

Mandates the organization consider exercising continuing jurisdiction under section 65-05-04 for employees identified as facing barriers under the program.
