Provides immunity from criminal prosecution for underage individuals who report another underage person needing medical assistance due to alcohol consumption and remain on scene to assist, with a maximum of five individuals immune per occurrence.

Requires courts to consider mitigating factors if an underage individual needed medical assistance after consuming delivered alcohol and the defendant reported this to law enforcement within twelve hours.
