Requires home-educated children in grades 4, 6, 8, and 10 to take a standardized achievement test either from their school district or a nationally normed test if requested by the parent.

Allows tests to be administered in the child's learning environment or in a public school by an individual licensed or approved to teach by the education standards and practices board.

Exempts parents from testing requirements if they notify the school district of philosophical, moral, or religious objections and meet one of three qualifications: hold a teaching license/approval, hold a baccalaureate degree, or have met or exceeded the cutoff score on a national teacher examination.

Requires parents claiming exemption to file their objection notification with the school district at the same time they file their statement of intent to supervise home education.
