Prohibits state and political subdivision officials from prohibiting, restricting, seizing, or confiscating lawfully possessed firearms and ammunition during declared emergencies, with exceptions for self-defense, arrests, and evidence collection.

Exempts commercial firearms and ammunition sales from transfer restrictions when an authorized authority has ordered evacuation or general business closure in the affected area.

Prohibits mandatory registration of firearms or ammunition not otherwise required by law during emergencies.

Allows individuals to bring civil actions against violators and recover costs and reasonable attorney's fees in court.

Permits individuals to recover seized or confiscated firearms, ammunition, or their monetary value through district court action in the county where the individual resides, where the item is located, or where the seizure occurred.
