Amends section 40-57-02 of the North Dakota Century Code to expand the definition of "project" eligible for municipal industrial development bonds.

Explicitly includes water and sewer lines and other underground infrastructure as eligible project components.

Maintains existing categories of eligible projects including manufacturing, agricultural processing, warehousing, distribution, child care, healthcare facilities, environmental pollution control, and public career and technical education.

Adds catch-all provision allowing any other industry or business not prohibited by North Dakota constitution or laws to qualify for bond funding.

Excludes undertakings defined in chapter 40-35 unless specifically referred to in this subsection.
