Amends Article VIII, Section 6, Subsection 1 of the North Dakota Constitution to remove specific names and locations of higher education institutions, allowing the State Board of Higher Education to administer institutions as established by law rather than listing them individually.

Amends Article IX, Section 12 to strike references to specific institution names like "state university and school of mines" and "North Dakota state university of agriculture and applied science," replacing them with general language allowing the board to administer state institutions of higher education.

Amends Article IX, Section 13 to remove specific names and descriptions of educational institutions (including schools of forestry, science, and state colleges) while maintaining references to their locations and land grants.

Changes language regarding similar institutions from "shall not be established" to "may not be established" to clarify that constitutional amendment is required for new institutions.

Requires voter approval at the 2014 general election in North Dakota before these constitutional amendments take effect.
