Urges Congress to amend the Federal Meat Inspection Act of 1906 to allow states flexibility in developing intrastate meat inspection programs tailored to their own circumstances and producers.

Responds to a 2012 U.S. Supreme Court decision holding that the Preemption Clause of the Federal Meat Inspection Act prevents states from imposing additional or different requirements on slaughter facilities and operations.

Requests that each state be permitted to determine the nature and scope of meat safety protections necessary for its citizens based on its own culture and manner of producing and consuming meat products.

Directs the North Dakota Secretary of State to forward copies of the resolution to the U.S. Department of Agriculture Secretary and all members of the North Dakota Congressional Delegation.
