Directs the Legislative Management to study special enforcement measures in high-fatality zones on North Dakota highways, particularly in the northwest portion of the state.

Identifies speeding and unsafe or prohibited passing as major contributors to motor vehicle accidents and fatalities in high-fatality areas.

Authorizes consideration of enforcement measures including higher traffic fees, camera utilization, public lists of violators, and employer notification.

Requires the Legislative Management to report findings and recommendations, along with any necessary legislation, to the Sixty-fourth Legislative Assembly.
