Proposes a new section to article IV of the North Dakota Constitution to be submitted to qualified voters at the 2014 primary election.

Prohibits the North Dakota legislative assembly from considering, ratifying, or permitting ratification of any United States constitutional amendment proposed by a convention called under Article 5 of the U.S. Constitution if the amendment exceeds the convention's defined scope.

Defines the scope of a constitutional convention by the authority granted to it by the states that called for its convening.
