Creates a three-member commission of higher education to replace the state board of higher education, effective July 1, 2015, with full executive responsibility for managing the North Dakota university system.

Governor appoints commission members from nominees agreed to by a majority of the speaker of the house, president pro tempore of the senate, chief justice of the supreme court, superintendent of public instruction, and a representative of an educational interest group.

Requires one commission member to have private sector business, industry, or service leadership experience and one member to hold a professional position within higher education at time of appointment; all members must be confirmed by the senate.

Commission members serve four-year terms with staggered initial appointments, may be reappointed for up to three consecutive terms beginning July 1, and are subject to removal by impeachment.

Commission shall hire a president for each institution within the university system; legislature may establish an advisory board including faculty and student representatives.
