Appropriates $184,022,210 in total funds ($44,453,776 from general fund) to the North Dakota Department of Health for the biennium July 1, 2013 through June 30, 2015, including salaries, operating expenses, grants, and WIC food payments.

Adds 9 full-time equivalent positions to the Department of Health, bringing total from 344 to 353 positions.

Amends state law to establish the state's compelling interest in protecting unborn human life from the time the unborn child is capable of feeling pain and prohibits abortion when postfertilization age is determined to be 20 or more weeks, except in medical emergencies.

Repeals Chapter 23-17.5 and Section 23-46-05 of the North Dakota Century Code relating to health care provider cooperative agreements and state financial assistance for emergency medical services.

Directs legislative management to study state funding for autopsies and state-county cost responsibility during the 2013-14 interim, with findings reported to the 64th Legislative Assembly.
