Appropriates $25,517,856 in total funds ($9,088,056 general fund and $16,429,800 special funds) to the Veterans' Home and Department of Veterans' Affairs for the biennium July 1, 2013 through June 30, 2015.

Veterans' Home receives $24,152,153 total ($7,722,353 general fund) including $15,874,867 for salaries and wages, $5,408,850 for operating expenses, $1,622,040 for capital assets, and $788,200 for shop addition.

Department of Veterans' Affairs receives $1,365,703 general fund including $1,325,580 for general operations and $30,000 for transport vans, with staffing increased from 7.00 to 8.00 full-time equivalent positions.

Identifies $1,954,200 in one-time funding items for 2013-15 including $1,121,000 for demolition of old veterans' home, $788,200 for shop addition, and $30,000 for vans; requires agencies to report on use of one-time funds to the legislature.

Allows unexpended appropriations from prior bienniums for veterans' home electronic health record system and construction project to continue into 2013-15; authorizes up to $170,000 transfer from operating expenses to salaries line item; requires department to prepare transport van replacement plan for future legislative consideration.
