Appropriates all income from the cultural endowment fund to the Council on the Arts for furthering cultural arts in the state during the 2013-15 biennium.

Requires grant recipients receiving $50,000 in general fund grants for the institutional services grant program to provide dollar-for-dollar matching funds from nonstate sources.

Designates $10,000 as one-time funding for updating a cultural guide, not to be included in the entity's base budget for 2015-17.
