Appropriates $61,000,584 in total funds to the North Dakota Highway Patrol for the biennium beginning July 1, 2013, and ending June 30, 2015, with $47,608,042 from the general fund and $13,392,542 from special funds and federal funds.

Allocates funds across four categories: Administration ($3,466,113), Field Operations ($49,620,777), Law Enforcement Training Academy ($6,803,043), and Accrued Leave Payments ($1,110,651).

Authorizes 213 full-time equivalent positions for the highway patrol, an increase of 15 positions from the base level of 198.

Includes $6,145,000 in one-time funding for capital projects including emergency vehicle operations course and weapons training range ($5,000,000), emergency lighting equipment ($672,000), Taser equipment ($202,000), trailer scale systems ($150,000), and training academy repairs ($121,000).

Permits transfer of $6,841,066 from the state highway tax distribution fund and authorizes monthly payments of up to $200 per patrol officer for meal and travel expenses in lieu of reimbursement.
