Appropriates $8,207,795 in special funds to the commissioner of university and school lands for the 2013-15 biennium, including $700,826 for the energy infrastructure and impact office and increases full-time equivalent positions from 24.75 to 31.00.

Distributes $138,683,996 from permanent funds to state institutions during the 2013-15 biennium, with common schools receiving $130,326,000 and various universities and state facilities receiving smaller allocations.

Amends North Dakota Century Code section 57-62-04 to establish the energy infrastructure and impact office as a division within the commissioner's office with a director appointed by the board of university and school lands who must have knowledge of state and local government and experience in taxation and accounting.

Exempts oil and gas impact grant appropriations from House Bill No. 1358 and flood-impacted political subdivision infrastructure grants from standard budget limitations outlined in section 54-44.1-11.

Authorizes the director of the energy infrastructure and impact office to recommend up to $3,000,000 in additional oil and gas impact grants for county dust control if a pilot project proves effective, and permits up to $5,000,000 in grants to other eligible political subdivisions if designated county funds remain uncommitted by January 1, 2015.
