Appropriates $212,150,311 in total funds ($180,915,389 general fund) to the Department of Corrections and Rehabilitation for the 2013-15 biennium, including $24,102,800 for enhancements and 20 additional full-time equivalent positions.

Allocates $200,000 for feasibility studies on relocating the Missouri River correctional center, including up to $50,000 for a land use study and up to $150,000 for relocation planning and cost estimates.

Authorizes the department to refuse admission of inmates when capacity limits are exceeded and appropriated funds for inmate housing contracts are insufficient; requires development of a prison population management plan and annual reporting to legislative budget section.

Increases mandatory probation supervision costs and fees from not less than $45 to not less than $55 per month, unless a court makes a specific finding that fees would cause undue hardship.

Requires legislative management to study the best use of James River correctional center and state hospital property and report findings to the 64th Legislative Assembly.
