Appropriates $42,520,711 in total funds ($32,232,916 from general fund) to the state board for career and technical education for the biennium July 1, 2013 through June 30, 2015, including funding for salaries, grants, workforce training, and postsecondary programs.

Designates $1,000,000 as one-time funding for workforce training that does not carry forward to the 2015-17 biennium base budget.

Requires the department of career and technical education to report performance measures of its science, technology, engineering, and mathematics program to the budget section during the 2013-14 interim.

Mandates that recipients of $150,000 in science, technology, engineering, and mathematics grants and $1,000,000 in workforce training grants demonstrate matching funds from private industry equal to the state grant amount.

Authorizes Williston state college to borrow up to $2,500,000 from the Bank of North Dakota for construction of a workforce training facility during the 2013-15 biennium.
