Appropriates $170,928,981 in all funds ($21,254,428 general fund) to the Information Technology Department for the 2013-15 biennium, including funding for salaries, operating expenses, capital assets, and specialized programs like distance education and criminal justice information sharing.

Requires executive branch state agencies (excluding higher education institutions) planning IT projects costing $100,000 or more to involve the Information Technology Department in planning and obtain its recommendation before proceeding.

Requires all state agencies (with specified exemptions including legislative and judicial branches, higher education, attorney general) to obtain electronic mail, file and print server, database administration, and hosting services through the IT Department's delivery system.

Appropriates $200,000 to the Office of Management and Budget to contract for a study on feasibility of relocating and consolidating IT hardware operated by the attorney general and exempted agencies to the IT Department's data center, with findings due by March 31, 2014.

Requires the IT Department to conduct a study by January 1, 2014, on centralizing desktop support services for all state agencies and report findings and recommendations to relevant committees.
