Appropriates $15,815,828 from the tobacco prevention and control trust fund to the comprehensive tobacco control advisory committee for the biennium July 1, 2013 through June 30, 2015, including $15,807,437 for comprehensive tobacco control and $8,391 for accrued leave.

Authorizes 8.00 full-time equivalent positions (5.00 base level plus 3.00 enhancements) for the comprehensive tobacco control advisory committee.

Directs legislative management during the 2013-14 interim to study the comprehensive statewide tobacco prevention and control plan, including review of service delivery efficiency and alignment with CDC best practices.

Requires the tobacco prevention and control executive committee and state department of health to jointly develop a single assessment of programs including funding sources, service providers, served populations, and program effectiveness.

Mandates legislative management report findings and recommendations, including any necessary legislation, to the sixty-fourth legislative assembly by the end of the interim.
