Amends sections 39-12-14.1 and 39-12-20 of the North Dakota Century Code regarding extraordinary road use fees and their collection and distribution.

For violations on interstates or state highways, extraordinary road use fees must be deposited with the state treasurer and credited to the state highway fund.

For violations not occurring on interstates or state highways, fees must be deposited in the general fund of the jurisdiction having authority over the road and used for support of that jurisdiction's road system.

Establishes continuing appropriation of prosecution costs, including attorney's and witness fees, to the county where prosecution took place.

Act is effective through June 30, 2017, after which it becomes ineffective.
