Amends section 57-51.1-07 of the North Dakota Century Code to modify allocation of moneys from the oil extraction tax development fund to the resources trust fund.

Directs five percent of amounts credited to the resources trust fund to be transferred quarterly into the renewable energy development fund, not to exceed three million dollars per biennium.

Requires the department of commerce to conduct a study during the 2013-14 interim to evaluate value-added market opportunities related to renewable energy resources, in cooperation with the energy policy commission.

Mandates the department of commerce report its findings and recommendations to legislative management before September 1, 2014.

Appropriates $300,000 from the general fund to the department of commerce for conducting the renewable energy resources study for the biennium beginning July 1, 2013, and ending June 30, 2015.
