Raises the reporting threshold for executive branch agency projects to the state information technology advisory committee from $250,000 to $250,000 estimated cost.

Requires agencies to notify the advisory committee during project lifecycle if costs exceed budgeted milestones by 20% or more, or if schedules extend beyond planned milestones by 20% or more, with escalation to legislative committee if corrective measures are not taken within 90 days.

Requires notification upon project completion if final budget exceeds original by 20% or more, or if completion date extends beyond original schedule by 20% or more.
