Requires executive branch state agencies (excluding higher education institutions) proposing major information technology projects to collaborate with the department and office of management and budget on procurement, contract negotiation, and contract administration.

Mandates that procurement officers and primary project managers for major IT projects meet qualifications established by the department and office of management and budget.

Establishes an executive steering committee for each major IT project consisting of the agency project sponsor (as chairman), director of office of management and budget or designee, chief information officer or designee, agency head or designee, and a large project oversight analyst designated by the chief information officer.

Requires major project decisions declared by a committee member to receive at least four affirmative votes from the executive steering committee.

Prohibits entry into any IT project agreement or contract, including amendments and scope changes, unless signed by both the head of the contracting agency (or designee) and the chief information officer (or designee).
