Redefines "snowmobile" to clarify it must be designed primarily for off-road travel on snow, have a curb weight not exceeding 1,200 pounds, and be no wider than 48 inches, excluding off-highway vehicles converted to operate on tracks.

Establishes three classes of off-highway vehicles based on design and specifications: Class I (two-wheeled, handlebars), Class II (three or four-wheeled, under specified weight and width limits), and Class III (eight thousand pounds or less, various propulsion methods).

Permits registered off-highway vehicles to operate on gravel, dirt, or loose surface roadways without speed restrictions.

Allows operation of registered off-highway vehicles on paved highways at speeds not exceeding 55 miles per hour, or up to 65 miles per hour for Class III vehicles driven by licensed operators over 16 years old.

Prohibits operation of off-highway vehicles on paved highways if the vehicle cannot attain a minimum speed of 30 miles per hour on a level paved surface.
