Amends section 54-35-23 of the North Dakota Century Code to establish the composition and duties of the committee on tribal and state relations.

Committee consists of seven members: one chairman designated by the legislative management chairman, two majority and one minority representative from the house, and two majority and one minority representative from the senate.

Committee shall conduct joint meetings with the North Dakota tribal governments' task force to study tribal-state issues including government-to-government relations, human services, education, corrections, and economic development.

North Dakota tribal governments' task force comprises six members: the executive director of the Indian affairs commission and chairmen (or designees) from Standing Rock Sioux Tribe, Spirit Lake Tribe, Three Affiliated Tribes of Fort Berthold Reservation, Turtle Mountain Band of Chippewa Indians, and Sisseton-Wahpeton Oyate of Lake Traverse Reservation.

Committee members receive compensation and expense reimbursement at the rates provided to interim committee members; only one designee per tribal leader or executive director may serve during the biennium.
