Renames the "water-related overview committee" to "water topics overview committee" and removes provisions requiring it to review state irrigation laws and prioritize water projects effective after November 30, 2013.

Modifies irrigation district board voting requirements to clarify that a concurrence of at least a majority of the board is necessary on any question requiring a vote.

Expands subsection 13 of section 61-07-03 to explicitly authorize irrigation districts to enter into contracts and leases with the Garrison Diversion Conservancy District, the water commission, or the United States for financing irrigation works construction.

Changes references from "competent engineer" to "registered professional engineer" in sections requiring engineer reports and approvals for special improvement district projects.

Extends the expiration date of Sections 2 and 3 of Chapter 496 of the 2011 Session Laws from July 31, 2013 to July 31, 2015, allowing projects with completed approval steps to continue.
