Creates new authority for the State Water Commission to sell, transfer, or exchange property acquired for the northwest area water supply project that is no longer needed for project purposes.

Applies only to unnecessary parcels of five contiguous acres (2.03 hectares) or less, exempting these sales from standard state property disposal procedures under sections 54-01-05.2 and 54-01-05.5.

Requires the Commission to first offer the property to the current owner of the parent parcel from which it was taken, with a 60-day acceptance period.

If the parent parcel owner declines, the Commission may offer the property to any adjacent property owner for an additional 60-day period.

If no adjacent owner accepts within 60 days, the property sale reverts to standard state disposal procedures under sections 54-01-05.2 and 54-01-05.5.
