Amends subsection 6 of section 49-21-01.7 of the North Dakota Century Code regarding Public Service Commission billing procedures.

Allows bills and payment orders to be delivered to telecommunications companies by certified or electronic mail, paper mail, or personal delivery to the managing officer.

Telecommunications companies have 30 days from receipt of bill to pay; unpaid amounts accrue interest at six percent per annum.

Telecommunications companies may request a hearing to dispute the amount billed.

All amounts collected under this subsection must be deposited in a special account within the Public Service Commission.
