Amends North Dakota Century Code sections 12.1-34-02 and 12.1-34-06 to modify the statewide automated victim information and notification system requirements.

Allows victims or witnesses who object to registration to opt out of the system, and requires law enforcement, prosecutors, courts, and custodial authorities to inform them of registration availability and methods.

Authorizes the Information Technology Department to establish a system permitting victims to register via toll-free phone or website and receive notifications about scheduled court proceedings, parole or pardon reviews, probation or parole status changes, and protective order service.

Requires timely provision of offender and case data to the system to satisfy notification obligations for released, discharged, or escaped offenders, and specifies that system notification failures do not create legal liability for the state.

Mandates that custodial authorities, prosecutors, law enforcement, courts, the attorney general's office, pardon board, and parole clerk cooperate in establishing and maintaining the system.
