Amends North Dakota Century Code section 23-06.5-19 to modify access and confidentiality requirements for the health care record registry of health care directives.

Restricts disclosure of registration forms, file numbers, and registry information to only the document subject, the subject's agent, or the subject's health care provider.

Requires internet access to the registry through file number and password authentication.

Prohibits the Information Technology Department from using registry information except as provided under the relevant chapter of state law.

Declared as an emergency measure with Senate passage of 46-0 and House passage of 92-0.
