Amends North Dakota Century Code section 50-06-15 to expand confidentiality protections for individually identifiable information concerning individuals applying for or receiving assistance under Department of Human Services programs.

Extends confidentiality protections to reports and information concerning applicants and providers of assistance or services, in addition to existing protections for assistance recipients.

Requires vendors, agents, and contractors of the department to maintain confidentiality of individually identifiable information and restricts their use and disclosure to the extent permitted by their agreements with the department.

Permits disclosure of confidential information to authorized department staff, persons with a definite interest in well-being of affected individuals, the subject of the report, public officials, courts, and approved researchers with prior department approval.

Subjects any person who discloses confidential information in violation of this section to penalties under section 12.1-13-01.
