Amends North Dakota Century Code section 25-03.2-03.1 to maintain a moratorium on licensing additional psychiatric residential treatment facility beds for children above the state's licensed bed capacity as of June 30, 2003, unless a needs assessment by the department indicates necessity for expansion.

Exempts new psychiatric residential treatment facilities for children from the moratorium if additional beds are designated specifically for out-of-state children and adolescents.

Authorizes the Department of Human Services to develop a policy allowing exchange of residential child care facility bed capacity licensed under chapter 50-11 with psychiatric residential treatment facility bed capacity, or vice versa.
