Updates the "Pasteurized Milk Ordinance" definition from 2009 revision to 2011 revision of Grade "A" Pasteurized Ordinance standards issued by FDA and USDA.

Creates definition of "shared animal ownership agreement" as a contractual arrangement where an individual acquires ownership interest in a milk-producing animal, pays for its care and boarding, and receives proportionate share of raw milk production.

Permits transfer and obtaining of raw milk under shared animal ownership agreements but prohibits resale of raw milk or raw milk products obtained through such agreements.

Prohibits the Agriculture Commissioner from adopting rules that restrict, limit, or impose additional requirements on individuals transferring or obtaining raw milk under shared animal ownership agreements.

Directs legislative management to study availability of raw or unpasteurized milk for human consumption during the 2013-14 interim, examining governmental oversight of milk safety, animal health, and production conditions, with findings to be reported to the 64th legislative assembly.
