Updates references to the Manual for Courts-Martial from 2010 to 2012 edition for military justice procedures in North Dakota.

Updates the Servicemembers Civil Relief Act reference to the version in effect on December 19, 2003 for personnel on active duty for 30 consecutive days or longer.

Redefines "veteran" eligibility for national guard and reserve members by updating federal statute references to 10 U.S.C. 12301 (effective October 28, 2004) and 10 U.S.C. 12302 (effective December 31, 2011), requiring more than 30 days honorable service on active duty.

Authorizes issuance of distinctive National Guard license plates bearing "NG" insignia to current members and those retired after 20 years of service, with an additional fee not to exceed $5.

Expands motorcycle eligibility for National Guard license plates and clarifies procedures for plate issuance and return upon termination of eligibility.
