Creates three new exemptions from clinical laboratory practice licensing requirements: perfusionists performing hematology, coagulation, and chemistry tests during perfusion procedures; state health department laboratory services personnel participating in the CDC chemical terrorism toxic metals determination program; and persons licensed or registered under other state chapters conducting their licensed practice.

Amends board member term provisions to standardize all terms at three years, removing the special staggered terms that previously applied to the first board appointed after July 12, 1989.

Repeals section 43-48-12 of the North Dakota Century Code relating to clinical laboratory practice licensing grandfather provisions.

Passed with overwhelming bipartisan support: Senate vote 46-0 (1 absent) and House vote 91-0 (3 absent).
