Limits mandatory fee increases at North Dakota higher education institutions to no more than 1 percent of the latest available average full-time, resident, on-campus undergraduate tuition rate per academic year.

Allows exemptions from the fee increase limitation when documented extraordinary circumstances exist or student demand is demonstrated through a campuswide student election or formal action by an institution's student governing board or committee.

Requires majority approval by students voting in a campuswide election before mandatory fees can be increased to support construction or renovation of a campus building valued at more than one million dollars.

Exempts from the student approval requirement any construction or renovation for which mandatory fees were authorized before July 1, 2013.

Declared an emergency measure.
