Amends vehicle registration transfer procedures to allow transferors to receive credit for unused registration fees after paying a $5 transfer fee, calculated as one-twelfth of the annual fee for each remaining month after the transfer month.

Permits the department to allow transferors to assign registration credits to transferees if they are spouses, siblings, or lineal ancestors/descendants; credits on leasing company vehicles must go to the lessee.

Establishes a refund process allowing vehicle owners to receive refunds of registration fees upon returning number plates and paying a $20 fee if transferring a vehicle without a replacement vehicle, with refunds calculated as one-twelfth of the annual fee per remaining month.

Changes the refunds section from prohibiting all refunds to allowing refunds only when a vehicle has been transferred without a credit being used, improperly registered, or destroyed.

Effective date is July 1, 2014.
