Renames "human service councils" to "human service advisory groups" at regional human service centers throughout North Dakota Century Code sections 50-06-05.3, 50-06-05.4, and 50-06-05.5

Changes appointment authority for advisory group members from county boards of commissioners to the regional human service center director, with members selected from region residents and at least one representative from each county

Adjusts advisory group composition to up to thirteen members with not more than one-third being county commissioners, and allows director to appoint additional commissioners in lieu of county social service board members

Modifies advisory group duties to focus on providing information to the department for needs assessment and planning, rather than assisting with resource planning and development

Authorizes regional director to appoint a qualified medical professional as medical director, with option for regional director to serve as medical director if qualified, with position available as part-time or full-time
