Amends North Dakota Century Code section 52-06-33 to impose a 15 percent monetary penalty on individuals who made false statements to obtain unemployment compensation benefits they were not lawfully entitled to receive.

Penalty applies to all forms of state and federal unemployment compensation, with federally mandated penalty amounts deposited in the state unemployment compensation fund.

Individuals remain liable to refund overpaid benefits to the bureau or have amounts deducted from future benefits under North Dakota or other state unemployment compensation laws.

Unpaid amounts accrue interest at 1.5 percent per month after the due date, except no interest may be assessed for the first 180 days on overpayments without individual fault when no false statement was made.

Bureau may release individuals from refund liability if recovery would be contrary to equity and good conscience, and may pursue civil action to collect determined amounts.
