Amends North Dakota Century Code section 44-04-18.1 to establish confidentiality protections for public employee medical records and employee assistance program records, which cannot be disclosed without written employee authorization.

Exempts personal information of public employees from disclosure, including home address, phone numbers, photographs, medical information, identification numbers, dependent information, and financial account details.

Adds new exemption making information relating directly to persons engaged in organized public safety peer counseling or public safety peer debriefing confidential and exempt from disclosure.

Passed the North Dakota Senate with 45 yes votes and 2 absent, and the House with 94 yes votes and 0 absent.
