Amends North Dakota Century Code section 39-01-02 to modify marking requirements for state-owned and leased motor vehicles on their front doors.

Expands exemption from marking requirements to include "a state entity that engages in investigatory activities" instead of only listing the attorney general's office, highway patrol, and vehicles used for juvenile, parole, and placement services.

Requires all state motor vehicles (except those under central vehicle management system control and the governor's official vehicle) to display "NORTH DAKOTA" in four-inch letters with the owning agency name in one-and-one-half-inch letters below.

Mandates central vehicle management system vehicles display a window decal designed by the director instead of door markings.

Declares the act an emergency measure, passing with Senate vote of 45-0-2 and House vote of 90-3-1.
