• Amends sections 37-17.1-14.1 and 37-17.1-14.3 of the North Dakota Century Code to authorize interstate mutual aid agreements for disaster and emergency response.

• Authorizes the Governor to join with other states in interstate mutual aid agreements or compacts and negotiate supplemental agreements necessary to carry out their terms.

• Allows local emergency management organizations to enter interstate mutual aid agreements with nearby political subdivisions or public response entities, with agreements becoming valid upon filing with the department of emergency services.

• Maintains the Division of Homeland Security's role in encouraging and assisting political subdivisions to enter mutual aid agreements with public and private agencies within North Dakota.

• Passed with overwhelming bipartisan support: 45-0 in the Senate and 94-0 in the House.
