Expands the definition of "transportation provider" in North Dakota Century Code to include political subdivisions, tribal agencies, and nonprofit corporations providing transportation to the public, particularly elderly and handicapped citizens.

Authorizes the Office of Management and Budget director to coordinate with the Department of Transportation director to establish or participate in contracts available to entities determined to be eligible transportation providers under chapter 39-04.2.

Allows cooperative purchasing agreements to include open-ended contracts available to government entities, nonprofit organizations, tribal agencies, and transportation providers determined to be eligible under the section.

Requires the Office of Management and Budget to verify that contracts were awarded through full and open competition or specified source selection methods before entering into cooperative purchasing agreements, and mandates notice to approved vendors of intent to make cooperative purchases.

Declares the act to be an emergency measure.
