Extends parking privileges for disabled veterans by allowing those issued plates under section 39-04-18 to use designated mobility-impaired parking spaces, treating them the same as other mobility-impaired individuals.

Allows disabled veterans with appropriate plates to display either a mobility-impaired certificate or their disabled veteran license plates to claim parking privileges.

Includes disabled veterans in the definition of "mobility-impaired person" for purposes of parking privileges and related regulations.

Maintains existing penalties of $100 fines for unauthorized use of disabled parking spaces and $100 minimum fines for physicians or nurses providing false statements.

Applies all existing parking privilege rules, signage requirements, and enforcement procedures to disabled veterans using designated spaces.
