Allows a person transferring vehicle ownership without purchasing a replacement vehicle to receive a refund of remaining registration fees upon payment of a $5 fee, if requested before registration expiration.

Refunds for vehicles without replacement are calculated at one-twelfth of the annual fee for each month of registration period remaining after the transfer month.

For leasing company vehicles, any remaining credit or refund must go to the lessee rather than the lessor.

Modifies the general refund prohibition in North Dakota Century Code section 39-04-39.2 to permit refunds unless the vehicle was improperly or incorrectly registered, destroyed, or as otherwise provided by law.

Effective date is August 1, 2013.
