Amends North Dakota Century Code section 32-09.1-08 to modify service requirements for garnishee summons and disclosure statements upon banks or credit unions.

Requires service to be made to a specifically named president, vice president, or registered agent for service of process of the bank or credit union.

Permits delivery by hand with sworn affidavit, first-class mail, or third-party commercial delivery service, provided delivery is restricted to the named individual or registered agent and a signed receipt is obtained.

Requires plaintiffs to serve a disclosure form with the garnishee summons and mandates that copies be served on the defendant personally or by first-class mail within ten days of service on the garnishee.

Declares the act an emergency measure.
