• Establishes licensing system for direct shippers, licensed alcohol carriers, and licensed logistics shippers to allow regulated direct shipment of alcoholic beverages to North Dakota consumers.

• Direct shippers must obtain annual license ($50 fee) and may ship maximum of 7.13 gallons of wine, 288 fluid ounces of beer, or 2.38 gallons of other alcoholic beverages per month per consumer for personal use only.

• All shipments require signature of person age 21 or older upon delivery and must be labeled "SIGNATURE OF PERSON AGE 21 OR OLDER REQUIRED FOR DELIVERY".

• Licensed alcohol carriers ($100 annual fee) and licensed logistics shippers ($100 annual fee) must maintain detailed shipping records and submit monthly reports to state tax commissioner.

• Direct shippers must pay wholesaler excise tax and retailer sales taxes; penalties include $100 civil fine per illegal shipment (first violation), Class A misdemeanor (second violation), and Class C felony with $500 fine (third and subsequent violations).
